I intend to carry in his good work for the Ward, improving it if I can, by applying the Reform party’s common-sense policies. There are too many examples of where West Lothian Council have not been fair in their dealings with the Ward and I want to take them to task for it – just as I know Stuart would have. The world of politics in this County is changing and this Ward is no exception. I will fight with the back-up of a radical approach to some ways of doing things, with my constituents in mind and try to make the Ward a better place to live and work. I look forward to serving you all. --- ### Bannockburn By-Election for 23rd January 2025 URL: https://reformuk.scot/2025/01/bannockburn-by-election-for-23rd-january-2025/ Introducing William Docherty: Reform UK Candidate for Stirling Council Bannockburn (Ward 7) ![William Docherty Profile Picture](https://reformuk.scot/wp-content/uploads/2024/12/William-Docherty-2-245x300.jpg)William Docherty Profile Picture William Docherty is proud to stand as Reform UK’s candidate in the upcoming Stirling Council Bannockburn by-election on 23rd January 2025. Born on 5th December 1950 in Bannockburn, William has spent most of his life deeply connected to the Stirling area, living and working among its people. Educated at Bannockburn Primary and Secondary schools, William began his career as an apprentice baker at Ballantynes Bakery in St. Ninians. He later worked with Stirling Council’s Parks Department before enjoying a long career as an HGV driver. Now semi-retired, William remains an active and dedicated member of the community, determined to bring a strong and pragmatic voice to local government. William’s campaign is focused on key issues that reflect the priorities of Bannockburn residents, including: - Preserving Bannockburn Battlefield: Protecting this iconic piece of Scotland’s history for generations to come. - Supporting the Restoration of Bannockburn House: Advocating for the revival of this historic landmark to enhance the community’s cultural and social heritage. - Addressing Housing Concerns: Collaborating with residents and the council to tackle challenges posed by the development of 5,000 new homes, ensuring infrastructure and services align with community needs. - Scrapping the Tip Booking System: Simplifying access to waste disposal for all residents. - Restoring Fortnightly Grey Bin Collections: Guaranteeing regular, reliable waste collection services. - Eliminating Garden Waste Charges: Returning to free garden waste collection to reduce household costs. **“As someone who has lived here most of my life, I deeply value Bannockburn’s heritage and the sense of community we share,” says William. “I’m committed to preserving what makes our area special while ensuring residents’ voices are heard and acted upon in the council chamber.” William Docherty’s campaign embodies practical, community-driven solutions aimed at creating a better Bannockburn for all. Vote William Docherty on 23rd January 2025 to make real, positive change in Bannockburn.** ![Scotland Needs Reform](https://reformuk.scot/wp-content/uploads/2024/07/Scotland-Needs-Reform-1024x446.jpg) --- ### Final Results for Fraserburgh and District By-Election URL: https://reformuk.scot/2024/11/final-results-for-fraserburgh-and-district-by-election/ **Affiliation** **Number of First Preference Votes** **% of Vote Share** Scottish Conservative and Unionist 1145 36.3% Scottish National Party 895 28.4% **Reform UK** **817** **25.9%** Scottish Liberal Democrats 222 7% Scottish Family Party 71 2.3% --- ### Final Results - Bannockburn By-Election URL: https://reformuk.scot/2025/01/final-results-bannockburn-by-election/ **Affiliation** **Number of First Preference Votes** **% of Vote Share** Scottish National Party 565 35.35%  Scottish Labour Party 376 23.52% **Reform UK** **358** **22.40%** Scottish Conservative and Unionist 169 10.57% Scottish Greens 53 3.31%  Scottish Liberal Democrats 55 3.44% --- ### Final Results - Bearsden South 29 January 2026 URL: https://reformuk.scot/2026/03/final-results-bearsden_south_29-january-2026/ **Affiliation****Number of First Preference Votes****% of Vote Share**Scottish Liberal Democrats174438.1%Scottish National Party78917.2%**Reform UK****709****15.5%**Scottish Labour Party65014.2%Scottish Greens3718.1%Scottish Conservative and Unionist2836.2%Scottish Family Party350.8% --- ### Final Results - Buckhaven, Methil and Wemyss By-Election, 6 November 2025 URL: https://reformuk.scot/2025/11/final-results-buckhaven-methil-and-wemyss-6-nov-2025/   **Affiliation****Number of First Preference Votes****% of Vote Share**Scottish National Party159442.6%**Reform UK****1080****28.9%**Scottish Labour Party77820.8%Scottish Liberal Democrats992.6%Alba Party832.2%Scottish Conservative and Unionist641.7%Sovereignty451.2% --- ### Final Results - Clydebank Waterfront By-Election 15 May 2025 URL: https://reformuk.scot/2025/05/final-results-clydebank-waterfront-by-election-15-may-2025/ ## 2nd Place Finish! was born in Largs in 1953 and educated at Keil Boarding School in Dumbarton. He is married to Heather and has two daughters and 9 grandchildren. He was an engineer working for Babcock Power at Torness Nuclear Power Station before going to Jordanhill Teacher Training College and then working as a technical teacher for 23 years in Secondary Schools in Inverclyde. He later moved to part-time and gained a BA in Theology before becoming Port Chaplain for Seafarers Christian Friends Society (SCFS) at Greenock Ocean Terminal. John previously stood for the Inverclyde West Gourock Ward on behalf of the LibDem Party and then for Inverclyde in the 2024 General Election as an independent candidate. He is now standing for Inverclyde West again as a\ candidate for Reform UK, whose values and principles have a particular resonance. Particular local interests include: Development of a continental cruise car ferry service to develop the sea gateway potential of Gourock and bring back economic revival to the Clyde with employment opportunities and business start-ups. A bus pass for all providing a ‘leg up for those seeking work further afield and boosting air quality to the citizens. Health and wellbeing are priorities. 2024 is now the 20th year of the Park Run. Such initiatives develop community spirit and camaraderie and take advantage of the natural amenity of a seafront location, increasing life expectancy and easing pressure on the NHS. Crime and shoplifting in Inverclyde has reached unacceptable levels. Not only do should the Police station remain open in Greenock but there should be community hubs to liaise with Police to discuss ways of supporting and preventing this behaviour. --- ### Kilpatrick By-Election for 28 November 2024 URL: https://reformuk.scot/2024/11/kilpatrick-by-election-for-28-november-2024/ ![David Smith Profile Picture](https://reformuk.scot/wp-content/uploads/2024/10/David-Smith-2-300x292.jpg) #### Who Am I? I was born in the South Wales Valleys and came to live and settle in Dumbarton when I was 19. I served in the Royal Navy Submarine Service for nearly 14 years and left in 2013 as a Chief Petty Officer within the Marine Engineering Branch. Since leaving the Navy I have worked predominantly for defence contractors, but I have also completed work within the rail industry, oil and gas industry and the civilian nuclear industry. I am very passionate about supporting all our armed forces and our engineering industries. As someone who was born in Wales and has built a life in Scotland, I am especially passionate about keeping our Union with the United Kingdom together. I have a large family. My eldest son is disabled, and my partner and I are also Kinship carers. In supporting my son and our kinship cared for person I have had a lot of interaction with local Health and Social Care Services. I now sit on the Integrated Joint Health and Social Care Board for West Dunbartonshire as a volunteer to express the views of unpaid carers at board meetings. All my children are in education, either at primary, secondary, college or university. I believe myself to be very well informed on the current issues with respect to education impacting upon our education providers, children and young people. As an engineer, a volunteer with the Health and Social Care Board and with a large family my opportunities for hobbies are very limited. Whenever there is an opportunity, I occupy myself with DIY tasks and I always have a project or two that I’m working upon. My weekends are generally spent either covered in sawdust or oil, at the top of a ladder or under the floor. #### Why am I standing as the Reform Councillor for West Dunbartonshire, Kilpatrick Ward 4? Kilpatrick has supported Douglas McAllister MP as a Labour Councillor since 2003. For a period of time he held the position as provost until he was elected to the Westminster Government this year. I see McAllister as the epitome of what the Labour Party has become and his recent actions as a complete betrayal of those of have supported and elected him. At the Council Budget meeting in March this year he refused a fellow councillor with a disability the additional time they required and were entitled to in order to read over a complicated 18 page document. This led to a public apology for his behaviour after he was criticised by the Trade Union. Following his election to Westminster he then voted to remove winter fuel payments for pensioners and retaining the two child benefit cap for child benefit, with the Labour Party taking the line that ‘those with the broadest shoulders bear the heaviest burden’. Following this Labour Councillor Martin Rooney voted to cut funding to the Carers of West Dunbartonshire, a third-party charity organisation who support unpaid carers, which are predominately elderly. Alongside cuts to the Ben View Resource Centre, which provide hot meals and a bathing service for the elderly. At the same time voting to cut funding to Ysortit, who are another third-party organisation who help and support children who find themselves becoming young carers and children from Kinship and foster care backgrounds. None of these organisations were consulted about the cuts and it was only following several complaints that the service managers were eventually permitted to attend the board meeting to make a 5 minute deposition to set out the impact of the cuts. I was left completely shocked by the lack of any sort of impact assessment and the lack of care or compassion that had gone into this decision. Later in the year further cruel cuts were made to kinship care funding. This cut did not undergo any impact assessment and wasn’t even raised at board level. All kinship carers got was a letter to say their funding would stop! Labour gifted the council to the SNP in August after a disastrous row over who would succeed McAllister as provost. The row resulted in two Labour councillors resigning from Labour and they now stand as independent councillors. This led to our Labour council just giving up and handing the leadership of the council over to the SNP! Our Labour led council are a complete and utter disaster and our Labour MP has completely betrayed everyone who voted for him to try and benefit his own political career. We can’t allow Labour to win here again. However, I fear they will if we don’t stop them. An SNP run council is not one that we voted for and certainly not one that we want or are happy with. The SNP have been in power at Holyrood since 2007 and since then it has been disaster after disaster. Notwithstanding the repeated calls for another divisive referendum on Independence, which Scotland voted against in 2014, wasting hundreds of millions of pounds of our money. Millions have been wasted on vanity projects, simply given away overseas or trying to prosecute anyone they disagree with and even trying to prosecute each other! The SNP government could have stepped into the winter fuel heating allowance crisis and funded the payments themselves. However, instead they decided to focus on creating a list of 24 different genders and defending their long held position of allowing male rapists into female prisons and ignoring calls from charities to make rape crisis centres female only safe spaces. The SNP government have long promised to irradicate child poverty and have been failing on this policy for the last 17 years. They have promised to tackle drugs and crime and have failed for the last 17 years. Even when funding was offered by the EU the SNP couldn’t even organised themselves to apply for the funding. However, their minister for health did seem to be very well organised when it comes to providing a government funded Ipad for his own children to watch football whilst on holiday. Neither Labour or the SNP deserve your vote. I am standing as a councillor because I believe enough is enough and residents need at least one councillor who will be open, honest and able to challenge all the further cuts that are sure to come with the current administration. Please don’t let them win again and **vote David Smith Reform UK in the Kilpatrick by election on November 28th** so that we can defend against cuts and champion those who are vulnerable within our community who might otherwise have no voice. ![Scotland Needs Reform](https://reformuk.scot/wp-content/uploads/2024/07/Scotland-Needs-Reform-1024x446.jpg) --- ### SNP and Liberal Democrat Councillors voted to cut swimming and curling facilities in Perthshire! On 4th September, SNP and Liberal Democrat councillors in Perth and Kinross pushed through a proposal to demolish the leisure pool and ice rink at Dewars centre, replacing it with much less provision. This will cost at least £61m, but the swimming pool will only have lane swimming. The Council will not replace the ice rink but will offer the curling rink at Dewars Centre on a lease to the ice sports community. Without council support, this will almost certainly be the end of curling in the county which produced Olympic champions. If you want to end SNP rule and back real change, there is only one party ready to take that fight head on. This is the moment to send a message loud and clear. No more excuses, no more managed decline, no more politics as usual. Reform is standing up for ordinary people, common sense, and a new direction for Scotland. Reform UK Scotland is setting out a clear plan to back the police, restore order and put public safety first. Today Reform UK Scotland is outlining three key policies to help tackle lawlessness in Scotland. These measures are designed to strengthen frontline policing, free up officers to fight crime, and rebuild the police numbers needed to keep communities safe. Scotland needs a government willing to stand behind the rule of law. Under the SNP, public confidence has been undermined while pressure on policing has grown. Reform believes safer streets start with stronger policing, clearer priorities and the political will to act. ### 1. Issue all frontline police officers with Tasers Reform believes every frontline police officer in Scotland should be issued with a Taser. At present, only around 2,000 officers in Scotland are able to use the devices. That leaves too many officers facing dangerous situations without the protection and tools they need. Equipping all frontline officers with Tasers would help protect both the public and the police. It only takes four days to train an officer to use a Taser, making this a practical and deliverable policy rather than an empty slogan. There were 7,159 assaults on police officers and staff in Scotland in 2024 to 2025. That equates to around 20 assaults every day, or almost one every hour. Assaults rose by 6.3% on the previous year and remain above the five year average. Scotland’s police need greater protection. Reform will give them the backing they deserve. Reform UK’s Scottish leader, Malcolm Offord, says: “Communities across Scotland deserve to feel safe in their homes and on their streets. That means ensuring Police Scotland have the powers, resources and backing they need to act decisively against crime.” ### 2. Stop tying up police officers with mental health callouts Police should no longer be required to attend where a member of the public is suffering from a mental health issue unless there is a genuine criminal justice or immediate public safety reason to do so. Around 20,000 calls per month to Police Scotland relate to mental health or vulnerability. These figures are repeatedly cited by the Scottish Police Federation, HMICS and parliamentary committees as the single biggest inhibitor to frontline policing capacity. Fewer than 20% of police calls result in a recorded crime, which means the majority of demand is preventative, welfare based, or crisis response rather than criminal enforcement. This is not a police matter. It is tying up officers who should be out fighting crime, protecting victims and restoring order on Scotland’s streets. ### 3. Recruit 1,000 extra police officers Reform will recruit 1,000 extra police officers to strengthen numbers and rebuild visible policing across Scotland. Recent figures show that Police Scotland has about 16,416 full time equivalent police officers. Before Police Scotland was formed in 2013, there were around 17,500 full time equivalent officers. Safer streets start with stronger numbers. If Scotland is serious about tackling lawlessness, it cannot keep expecting fewer officers to do more with less. Reform will reverse that decline. Reform UK’s Thomas Kerr states: “Under the SNP we have seen our city become lawless with a rapid rise in rapes and sexual assaults, while mass illegal migration is pushing Glasgow towards breaking point and anarchy. That is why Reform is announcing our plan to give the police the tools they need to tackle crime and put victims first.” Safer Streets. Stronger Policing. Better Scotland. Reform UK Scotland will back the police, restore order and give communities the protection they deserve. --- ### Malcolm Offord announced as candidate for Inverclyde URL: https://reformuk.scot/2026/03/malcolm-offord-announced-as-candidate-for-inverclyde/ Reform UK has announced businessman and former Scotland Office minister Malcolm Offord as its candidate for Inverclyde, with the following press conference setting out the party’s case to voters ahead of the next election. A major MRP poll of more than 5,000 voters suggests that 39 of Scotland’s 73 constituencies could be decided by less than five points. In other words, this election is still there to be won. The same polling points to a major shift in Scottish politics. The SNP is projected to lose ground, with John Swinney expected to fall from 64 seats in 2021 to 56. The Greens are projected to win eight seats, meaning the pro independence parties could fall short of an outright majority. Most striking of all is the rise of Reform. The poll suggests Reform is now above 25% in around 20 constituencies and on course to return at least two MSPs in every part of Scotland, with up to four in West Scotland. It also points to Reform taking constituency seats such as Ayr and Banffshire and Buchan Coast from the SNP. ### Reform’s Momentum Is Real On these numbers, Reform could win 22 MSPs, putting the party ahead of Labour and firmly at the centre of the battle for Scotland’s future. Polling expert Luke Tryl said the biggest message from the survey was the sheer volatility of six party politics, with close to half of all constituency contests too close to call. That reflects what many campaigners are already hearing on the doorstep: voters are frustrated, old loyalties are breaking down, and more people are willing to back Reform for real change. The poll also underlines a growing problem for the other unionist parties. With Reform now establishing itself as the leading challenger to the SNP in many areas, tactical voting calculations are becoming far less predictable. Even analysts are warning that Reform’s rise could reshape the election in the closing days of the campaign. Malcolm Offord said the findings matched what Reform activists are seeing across the country, a clear and growing momentum. His message remains simple: if voters want to remove the failing SNP government and take Scotland in a new direction, they should use both votes for Reform. ### The Bottom Line With so many seats on a knife edge, nothing is settled. But one thing is now clear: Reform is no longer on the sidelines. Across Scotland, the party is gaining support, breaking through in key seats, and offering voters a credible alternative to more SNP failure. ![Glasgow Herald has Reform polling within 5 Points in 39 constituencies](https://reformuk.scot/wp-content/uploads/2026/04/glasgow-herald-eform-polling-within-5-points-819x1024.jpg) --- ### On the 7th of May there is only one choice for change URL: https://reformuk.scot/2026/04/on-the-7th-of-may-there-is-only-one-choice-for-change/ On the 7th of May, voters across Scotland will have a clear choice to make. For those who want real change, honest leadership, and a break from the tired politics that have let so many communities down, there is only one direction to turn. Reform is offering a positive alternative, built on common sense, accountability, and a determination to put the people of Scotland first. This campaign is about more than slogans. It is about giving voters the chance to back something different, something that speaks for ordinary people who feel ignored by the political establishment. Across the country, more and more people are responding to that message and recognising that if they want change, they have to vote for it. Scotland needs Reform, and on the 7th of May that choice will be in the hands of the people. Every conversation, every leaflet, and every vote matters. This is the moment for those who want a new direction to make it count. ![Malcom Offord and Nigel Farage standing together offering Scotland a chance for change on May the 7th](https://reformuk.scot/wp-content/uploads/2026/04/one-choice-for-change-reform-819x1024.jpg) --- ### Reform questions Green gender confusion URL: https://reformuk.scot/2026/04/reform-questions-green-gender-confusion/ * Common Sense. Clarity. Courage. ## If They Cannot Define a Woman, They Cannot Defend Women As Helen McDade, our candidate in Mid Scotland and Fife, put it, Reform is incredulous that the Greens want to lecture Scotland on misogyny while refusing to state the most basic truth of all, what a woman is. That is not a side issue. It goes to the heart of whether any law on misogyny, women’s dignity, or women’s safety can be trusted at all. If political parties cannot define a woman, then they cannot seriously claim to protect women. If they put activist ideology ahead of biological reality, then every promise they make on safeguarding is built on sand. Reform rejects gender ideology because it has brought confusion where the law should provide clarity. Women and girls have the right to privacy, safety, dignity, and fairness. That means single sex toilets, single sex changing rooms, single sex hospital wards where appropriate, and single sex spaces across public life. It also means a firm national law prohibiting men from women’s spaces. That is not prejudice. It is common sense, and most people know it. The law is now moving back towards common sense. In April 2025, the UK Supreme Court ruled in For Women Scotland v The Scottish Ministers* that the terms “woman”, “man”, and “sex” in the Equality Act 2010 refer to biological sex. The EHRC then confirmed that a Gender Recognition Certificate does not change a person’s legal sex for Equality Act purposes. That matters because it gives clear legal backing to the protection of genuine single sex spaces. We have watched too many politicians duck this issue, too many institutions bend to pressure, and too many women treated as if defending their own rights is somehow offensive. Reform will not play that game. Sex is real. Biology is real. The law must reflect reality, not slogans invented to satisfy activists. This position is already rooted in Reform policy. Reform UK’s national programme states that public toilets and changing areas must provide single sex facilities. It also pledges to ban transgender ideology in primary and secondary schools, with no gender questioning, social transitioning, or pronoun swapping, and with schools required to have single sex facilities. Reform in Scotland has taken the same clear line. We believe government policy must be based on biological sex, not gender ideology. We will defend women’s spaces, protect children from ideological indoctrination, and restore sanity to public life. Scotland does not need more evasions from parties that cannot answer the simplest question. It needs the courage to say what is true and the will to defend it. Protect women. Defend reality. Reject gender ideology. Vote Reform. --- ### Reform Scotland's Self-Made Leader URL: https://reformuk.scot/2026/04/reform-scotlands-self-made-leader/ Reform Scotland ## Malcolm Offord: A Self Made Leader Who Actually Built Wealth Scotland does not need another career politician living off the public purse. It needs a leader who has created jobs, built wealth, paid his way and knows how the real economy works. Malcolm Offord is that leader. Born in Greenock to humble beginnings, he did not inherit a silver spoon or a family business empire. He built his success through finance, asset management and private equity. He founded Badenoch & Co, an Edinburgh based firm that invests in Scottish manufacturing businesses selling into global markets. Over his working life he has paid £45 million in tax, a figure that utterly dwarfs the tax contributions of every other Scottish party leader combined. That is not something to be ashamed of. It is something to celebrate. Malcolm Offord refuses to bow to the politics of envy. Instead, he wants every Scot, no matter their postcode or background, to have the same chance to succeed that he had. Through Reform Scotland, he is fighting for a country where hard work actually pays, where Scottish education is restored to world class standards, and where the relentless financial and bureaucratic pressures crushing small businesses are finally lifted. ### Compare that record with the rest ![Malcolm Offord self made leader](https://reformuk.scot/wp-content/uploads/2026/04/malcolm-offord-self-made-leader.png) John Swinney and Ross Greer are textbook career politicians. Swinney has been on the public payroll since 1997, while Greer moved straight from youth activism into politics and became an MSP at just 21. Their entire adult lives have been funded by taxpayers. Every penny of their salaries, pensions and expenses comes from the public purse. Even the tax they “pay” is simply taxpayer money recycled back to the Treasury. In plain English, Swinney and Greer are net drains on the public finances, effectively on benefits, generous gold plated benefits paid for by the very working people they lecture about fairness. Anas Sarwar is a different kind of privilege. He is the classic nepo kid. The serious money in his life came from daddy Sarwar’s family business empire. Reports at the time showed his shares in the firm were worth millions before he quietly handed them over during his leadership campaign. That is not self made success. That is an inherited advantage , unearned privilege and it shows! Malcolm Offord stands in a league of his own. He has created wealth, paid tens of millions in tax, employed people in the real Scottish economy, and understands balance sheets, risk, and what it takes to grow a business in a hostile environment. That financial expertise and proven track record of success make him the natural First Minister Scotland needs. Scotland has had decades of leaders who know how to spend other people’s money but have never created any. Malcolm Offord is driven by aspiration, not envy. He wants Scotland to be the strongest, most prosperous nation in the Union, a place where the next generation can rise as far as their talent and effort will take them. ### The choice on May the 7th More of the same taxpayer funded politicians who have delivered decline, or a self made success story who has already delivered for Scotland in the only way that matters, by building, investing and paying his way. Malcolm Offord is the real deal. Scotland deserves him. Malcolm Offord for Scotland Self made. Proven. Ready to lead. According to the report, a full sale could be valued at around £2 billion, although the plans are not final and may not materialise. The development has raised fresh concern over the future of one of Scotland’s most important industrial sectors, with major oil and gas companies increasingly reassessing their position in the North Sea. “That BP is even considering walking away from the North Sea is an absolute hammer blow for Scotland and it’s entirely down to bad policy.” Malcolm Offord, Reform UK leader in Scotland ![Malcolm Offord, Reform UK leader in Scotland](https://reformuk.scot/wp-content/uploads/2026/03/Offord-Inverclyde.jpg) Reacting to the report, Reform UK leader in Scotland Malcolm Offord said successive governments at Westminster and Holyrood had damaged the North Sea through higher taxes, political hostility and net zero targets which have made investment harder. “The groupthink of successive Westminster and Holyrood government with their taxes and net zero dogma have effectively killed a crucial Scottish industry, costing jobs and driving investment overseas.” “We’ll end up importing more energy while our own resources are left in the ground.” ### Scotland’s Oil And Gas Sector Has Been Managed Into Decline Scotland was once at the heart of Britain’s energy strength. The North Sea supported tens of thousands of skilled jobs, paid billions in taxes, anchored world class engineering expertise and gave the country a strategic advantage in energy security. That advantage is now being squandered. The UK Parliament’s Scottish Affairs Committee has reported that oil and gas production in 2024 was at record twenty first century lows, around 75% below the 1999 peak. It also highlighted ONS estimates of 61,225 direct oil and gas jobs, around a 30% fall compared with 2015. #### North Sea Production UK oil and gas production, indexed against the 1999 peak. 1999 peak 100% 2024 level 25% Source: UK Parliament Scottish Affairs Committee, 2025. #### Direct Oil And Gas Jobs ONS estimate cited by Parliament, indexed against 2015. 2015 100% Latest estimate 70% Latest estimate: 61,225 direct jobs, around 30% lower than 2015. The SNP cannot hide behind Westminster. Offshore licensing is reserved, but political leadership, industrial strategy, planning policy, rhetoric, investor confidence and Scotland’s wider energy direction are all areas where the Scottish Government has influence. Instead of championing an industry that still supports communities across Aberdeen, the North East, Fife, Falkirk and beyond, the SNP spent years sending a message of managed decline. The Scottish Government’s own energy strategy set out a direction of no support for unconventional oil and gas, no support for onshore conventional oil and gas, and consulted on a presumption against new offshore exploration. That political signal matters. Companies do not invest billions in places where government appears to view them as a problem to be phased out rather than a national asset to be backed. ### Grangemouth Shows The Cost Of Industrial Weakness The closure of Grangemouth refinery is the clearest warning yet. Scotland’s only oil refinery is being shut down and converted into a fuels import terminal. Reuters reported that 400 jobs would go, with staff numbers falling from 475 to around 75 over the following two years. #### Grangemouth Refinery Workforce The site is moving from refinery operations to an import terminal. Before closure 475 staff Import terminal About 75 staff That is an estimated workforce reduction of around 84%. Source: Reuters reporting on Petroineos Grangemouth closure announcement. This is not a serious industrial transition. It is a retreat from production to import dependency. Scotland is moving from refining fuel here, supporting skilled jobs here and retaining capacity here, to importing more of what it still needs from overseas. The SNP’s response to Grangemouth has been too little, too late. The Scottish Government talks about a “just transition”, but workers and communities need real jobs, real investment and real industrial capacity, not slogans and promises of future projects that may never replace what has been lost. #### The Pattern Is Clear - North Sea production is far below its peak. - Direct oil and gas jobs have fallen sharply since 2015. - Scotland’s only oil refinery is closing and becoming an import terminal. - Political hostility and net zero dogma have damaged investor confidence. - Scotland is being pushed towards importing more energy while leaving its own resources undeveloped. ### Scotland Needs Jobs, Investment And Energy Security The North Sea has supported skilled Scottish jobs, local supply chains, engineering businesses and communities for decades. Reform UK Scotland believes the country should be backing domestic energy production, not forcing investment abroad while relying on imported energy from overseas. Mr Offord said the current approach amounts to economic self-harm, damaging the very industries that Scotland should be using to strengthen its economy and protect national energy security. “It’s economic self-sabotage. Reform UK would scrap the windfall tax, back North Sea jobs and put Scotland’s energy future first.” ### Reform UK Scotland’s Position #### Back North Sea investment Reform UK Scotland’s manifesto commits to supporting North Sea oil and gas, restoring energy security and protecting skilled Scottish energy jobs. #### Back North Sea workers Protect the engineers, offshore workers, supply firms and communities built around the sector. #### Put Scotland’s energy first Use our own resources responsibly instead of increasing dependence on imported energy. Reform UK Scotland says the choice is clear: Scotland can either continue down a path of higher taxes, shrinking investment and managed decline, or it can back its workers, its energy sector and its economic future. Rather than relying primarily on agreements with France or processing migrants after they reach Britain, **Operation Fortress** is designed around a different principle: intercept the boats at sea, rescue those on board and return them to the country from which they departed. The plan brings together the Royal Navy, Royal Marines, Border Force, Coastguard, police, the National Crime Agency and intelligence services under a single command structure, replacing what the document describes as the fragmented system operating today. The central idea is simple: make the Channel route pointless. Under Operation Fortress, Reform says anyone attempting the journey would know in advance that reaching a small boat would no longer mean reaching Britain. ### Why this needs to be done The consequences of illegal Channel crossings do not stop when a small boat reaches the south coast of England. They eventually feed into the wider asylum, housing and public-service systems across the United Kingdom — including here in Scotland. The Operation Fortress paper states that **95% of people arriving in Britain by small boat since 2018 have subsequently claimed asylum**. While somebody whose asylum application is still being considered will normally be accommodated through the Home Office rather than a Scottish council, the position changes if they are granted refugee status or leave to remain. At that point they can become eligible for mainstream benefits and homelessness assistance. Scotland's homelessness system is considerably more generous than elsewhere in Britain, and significant numbers of people granted leave to remain elsewhere in the UK have subsequently travelled north and presented as homeless in Glasgow. 95% of small-boat arrivals since 2018 have claimed asylum, according to the Operation Fortress paper. 579 households granted status elsewhere in the UK were reported as having travelled to Glasgow from April 2024 and presented to homelessness services. 44% of Glasgow homelessness applications between April and September 2025 were from households with refugee or leave-to-remain status. 2,600+ refugee or leave-to-remain households were in temporary accommodation in Glasgow by September 2025. #### The Pressure Is Already Reaching Scotland This is no longer an abstract argument about what happens hundreds of miles away in the English Channel. Glasgow is already experiencing substantial additional pressure on homelessness services and temporary accommodation from people who have passed through the UK asylum system. Evidence submitted to Parliament reported that significant numbers — predominantly single males — were travelling to Glasgow from places including London, Manchester and Belfast after receiving leave to remain elsewhere in the United Kingdom. #### Why Scotland? Scotland provides stronger statutory homelessness rights than other parts of Britain. It abolished the traditional **"priority need"** test, meaning that entitlement is not restricted primarily to categories such as families with children or particularly vulnerable applicants. In 2022 the Scottish Government also suspended local-connection referrals between Scottish councils. A homeless household in Scotland can therefore present to any of Scotland's 32 local authorities without being sent to another Scottish council simply because it has no previous connection with that area. Glasgow City Council has identified these differences between the Scottish and wider UK homelessness systems as one factor influencing the number of households travelling to the city after being granted leave to remain. #### An Important Distinction The 2022 local-connection change did not, by itself, create the right for newly recognised refugees elsewhere in Britain to move to Scotland. It specifically removed referrals between Scottish councils. The wider difference also reflects Scotland's earlier abolition of the priority-need test and its broader homelessness entitlements. What is not disputed is that substantial numbers of people granted status elsewhere in Britain are now travelling to Glasgow and entering its homelessness system. #### A Growing Cost for Scottish Communities Scotland is already in the middle of a housing emergency. Every additional household requiring emergency accommodation adds to demand for hotel rooms, temporary flats, homelessness staff and ultimately permanent housing. In Glasgow, refugee and leave-to-remain households have become a particularly significant part of that pressure. Scottish Parliament research reported more than 2,600 such households living in temporary accommodation in Glasgow by September 2025 — more than double the number two years earlier. For Scotland, stopping the boats is therefore not simply an issue of border control in southern England. It is also about reducing downstream pressure on Scottish housing, homelessness services, council budgets and local communities. #### What Is Happening Across the Channel? Reform UK Chairman Lee Anderson recently travelled to the migrant camps around Calais and Dunkirk to see the situation first-hand. His visit gives a striking view of the camps from which people are waiting for an opportunity to attempt the journey across the English Channel. **Watch:** Reform UK Chairman Lee Anderson visits a migrant camp near Calais and Dunkirk. #### Stop the Journey Before the Consequences Reach Scotland For years governments have concentrated on managing what happens after people arrive: asylum accommodation, hotels, processing claims, homelessness support and eventual attempts at removal. Operation Fortress starts from the opposite direction. Reform's argument is that the most effective way to reduce all of those downstream consequences — including the growing pressure reaching Scottish councils — is to prevent illegal Channel crossings from succeeding in the first place. ### How Would Operation Fortress Work? The proposal describes a continuous four-stage operation controlled by a single Joint Task Force Commander. 01 #### Detect & Track Drones, aircraft, intelligence and surveillance systems monitor launch areas and track vessels approaching Britain. 02 #### Interdict Royal Navy patrol vessels, RHIBs and Border Force vessels are tasked to intercept boats entering UK waters. 03 #### Board & Secure Border Force officers would make immigration arrests while naval personnel provide boarding, security and maritime support. 04 #### Transfer & Return Those intercepted would be medically assessed, provided with food and water and transferred to suitable vessels for return. ### One Command Instead of Multiple Agencies One of the document’s strongest criticisms of the present system is that responsibility is divided between different organisations. Operation Fortress proposes bringing the relevant capabilities together as a single government-directed operation. #### The Joint Operation Would Bring Together: ✓ Royal Navy ✓ Royal Marines ✓ Border Force ✓ HM Coastguard ✓ National Crime Agency ✓ Police ✓ Intelligence agencies ✓ RAF and Army support The initial headquarters would be established through Standing Joint Command UK, with the document envisaging a dedicated Joint Task Force Headquarters if required. ### Seeing the Boats Before They Reach Britain Operation Fortress also proposes an **Integrated Surveillance Command**. Its purpose would be to give British authorities their own real-time picture of attempted Channel crossings rather than depending upon information supplied by France or Belgium. The proposal envisages combining drones and unmanned aircraft, Coastguard aircraft, helicopters, RAF reconnaissance capabilities, satellite information, infrared imagery and existing maritime surveillance into one operational picture. The objective is not simply to detect boats once they are halfway across the Channel, but to identify launches early enough for naval assets to be positioned before they reach British waters. ### What Would the Navy Use? The paper sets out a proposed mix of existing military and Border Force vessels rather than relying on major warships. #### River-class Patrol Vessels Used to locate and intercept small boats, supported by intelligence and aerial surveillance. #### Bay-class Landing Ship Proposed as an offshore command and temporary holding platform with significantly greater capacity. #### RHIBs Fast rigid-hulled inflatable boats deployed from larger vessels for interception, boarding and transfer. #### Border Force Cutters Supporting patrol, interception and surveillance operations alongside naval vessels. ### The Australian Model A major influence on Operation Fortress is Australia’s **Operation Sovereign Borders**, introduced in 2013. The Reform paper argues that Australia demonstrated the deterrent effect produced when migrants know that travelling by boat will not result in settlement. 2013 Operation Sovereign Borders introduced 1,400 Consecutive days without an illegal boat migrant landing, according to the paper Near Zero Boat arrivals after the Australian policy took effect, according to the document There is an important difference. Australia sometimes turned boats around or transferred passengers into specially designed vessels to complete the journey back. Operation Fortress instead proposes removing passengers from unsafe boats and returning them under British escort. ### What About Safety at Sea? The paper describes Operation Fortress as both a border-security and humanitarian operation. People intercepted at sea would be medically assessed and provided with food, water and blankets before being transferred onto seaworthy vessels. The proposal argues that establishing certainty that boats will be intercepted would remove the incentive to attempt the crossing and therefore reduce deaths in the Channel. #### The Scale Described in the Paper **36,000** — approximately the number of small-boat arrivals cited for the year ending May 2026. **41,000** — arrivals cited for 2025. **900+** — crossings cited during the week beginning 22 July 2026. **14 deaths** — the number the document says had occurred in the Channel during 2026 at the time of publication. ### The Legal Argument A substantial part of Operation Fortress is devoted to its legal case. Reform argues that France and Belgium constitute safe countries and that returning people intercepted after travelling from those countries would therefore be compatible with Britain’s international obligations. The document examines the Refugee Convention, European Convention on Human Rights, UNCLOS and the Safety of Life at Sea Convention. It argues that maritime law requires the preservation of life at sea but does not automatically require rescued people to be landed in Britain. Emergency legislation is nevertheless central to the plan. Initially, Border Force and other authorised officers would exercise immigration detention powers aboard naval vessels. Reform proposes subsequently giving military personnel the additional statutory powers required for the operation. #### The Crucial Distinction Operation Fortress is not presented as simply pushing overloaded dinghies back across the Channel. The proposal is to intercept them, take those aboard into custody, provide medical and humanitarian assistance, transfer them to suitable vessels and then escort them safely back. ### Deterrence Is the Objective Ultimately, the ships, drones and command structures are the means rather than the objective. The central argument behind Operation Fortress is that the business model of the people-smuggling gangs depends upon customers believing that once they enter the Channel they have a realistic prospect of reaching Britain. Detect every boat. Intercept every boat. Return every boat. Operation Fortress is designed to replace the possibility of reaching Britain with the certainty of interception and return. ### A Fundamentally Different Approach Successive governments have concentrated heavily on agreements with France, policing beaches, processing arrivals and removing people after they have entered Britain. Operation Fortress proposes changing the point at which Britain acts. Instead of dealing with the consequences after a boat completes the crossing, Reform wants British authorities to prevent that journey from succeeding in the first place. ![Reform UK](https://reformuk.scot/wp-content/uploads/2021/01/ReformUK-Logo.png) ### Operation Fortress Stopping the Small Boats A naval-led joint operation designed around detection, interception, rescue and return. --- ### Statement by Reform UK Chairman Zia Yusuf URL: https://reformuk.scot/2025/02/statement-by-reform-uk-chairman-zia-yusuf/ * We are pleased to announce that, as promised, Nigel Farage has handed over ownership of Reform UK to its members. The Reform UK leader dropped into The Marquis in Shettleston, where he was joined by local Reform figure Thomas Kerr. Farage was greeted warmly on arrival, with customers inside the pub quick to recognise him and offer a cheerful welcome. Footage shared online showed him arriving at the venue, greeting people at the door, and then making his way inside to shake hands with drinkers enjoying an afternoon pint. The visit appeared to catch many locals off guard, adding to the buzz around the surprise appearance. The unannounced stop quickly drew attention on social media, with people commenting on the unusual sight of Farage turning up in a well known east end pub. For supporters, it was another sign of Reform UK’s effort to build momentum on the ground in Scotland during a fast moving campaign stretch. Farage has been making a series of appearances north of the border, with the Glasgow visit providing one of the more memorable moments of his Scottish tour so far. ![Nigel Farage walking down Shettleston street with Thomas Kerr](https://reformuk.scot/wp-content/uploads/2026/04/nigel-farage-shettleston-walk-street-1024x683.jpg) ![](https://reformuk.scot/wp-content/uploads/2026/04/nigel-farage-shettleston-meets-locals-1024x683.jpg) ![Nigel Farage meeting people in a pub in Shettleston in Glasgow](https://reformuk.scot/wp-content/uploads/2026/04/nigel-farage-shettleston-glasgow-pub-1024x768.jpg) --- ### Reform Activists Out Across Scotland URL: https://reformuk.scot/2026/08/reform-activists-out-across-scotland/ Campaigning ## Reform Activists Out Across Scotland Reform UK Scotland activists were out in force across the country at the weekend, speaking to voters, delivering leaflets and running campaign stalls in communities across Scotland. ![Reform UK Scotland activists campaigning in Possilpark](https://reformuk.scot/wp-content/uploads/2026/08/Campaigning-Possilpark-08082026.jpg) From Glasgow to Ayrshire and communities further afield, activists took Reform's message directly to the public, meeting local residents, handing out campaign literature and talking about the issues that matter to people in their own communities. The response on the streets was extremely encouraging, with campaign teams reporting great feedback from members of the public and strong interest in Reform's plans for Scotland. Across Scotland, Reform activists are building support one conversation at a time — listening to local people, taking our message into communities and showing voters there is a genuine alternative. ![Reform UK Scotland campaign stall](https://reformuk.scot/wp-content/uploads/2026/08/Campaigning-stall-08082026.jpg) ![Reform UK Scotland activists campaigning in Kilmarnock](https://reformuk.scot/wp-content/uploads/2026/08/Campaigning-Kilmarnock-08082026.jpg) ![Reform UK Scotland activists campaigning in Strathaven](https://reformuk.scot/wp-content/uploads/2026/08/Campaigning-Strathaven-08082026.jpg) ### Next Stop: Avondale & Stonehouse Attention is now also turning towards the upcoming Avondale & Stonehouse council by-election in South Lanarkshire, which takes place on **Thursday 17 September**. Reform will be hoping to build on its growing support in the area and win another seat on South Lanarkshire Council, following the party's recent breakthrough in neighbouring Larkhall. #### Fiona McDermott's Larkhall Victory In July, Reform UK Scotland candidate **Fiona McDermott** was elected as councillor for Larkhall, securing **1,150 first-preference votes**. The result demonstrated that Reform can turn growing support across Scotland into victories at the ballot box — and activists will be working hard to repeat that success in Avondale & Stonehouse. ### Building Towards 2027 With Scotland's next council elections approaching in May 2027, local campaigning and strong branch organisations will be increasingly important. Every leaflet delivered, every campaign stall and every conversation with a voter helps build the organisation Reform needs to challenge across Scotland. This weekend was another sign of that growing grassroots effort, with members and volunteers putting in the work on the ground and receiving an increasingly positive response from the Scottish public. ![Reform UK Scotland](https://reformuk.scot/wp-content/uploads/2021/01/ReformUK-Logo.png) ### Help Us Build Reform Across Scotland Join the growing number of members and activists campaigning for change in communities across Scotland. Ministers called it disinformation. The official record since then is 15,688 injecting episodes, 195 medical emergencies, a death on Hunter Street, and a Freedom of Information reply that cannot quantify lives saved. Reform UK Scotland · 11 September 2026 - [Kerr’s warning](#kerr) - [The official record](#record) - [Calton streets](#streets) - [Deaths](#deaths) - [Accountability](#accountability) - [Get involved](#join) The Thistle opened on Hunter Street on 13 January 2025 as the United Kingdom’s first sanctioned safer drug consumption facility: a three-year pilot, funded by the Scottish Government at up to **£2.3 million a year**, not a one-off bill. People bring drugs they have bought elsewhere, inject under supervision, and leave. The promise was fewer overdoses, less public injecting, and cleaner streets in Calton. Six weeks later, [Thomas Kerr](https://reformuk.scot/councillors/) — then Reform UK’s first Glasgow councillor, now the party’s Scottish deputy leader and MSP for Glasgow — walked the ground beside Morrisons on Gallowgate and filmed what families were stepping over. Used syringes. Spoons. Drug debris in a supermarket car park, a short walk from the flagship room. SNP ministers and local councillors branded the concerns false and “disinformation.” The video is still the evidence. Twenty months of official figures have not made it look like an exaggeration. ### What Kerr showed in February 2025 Kerr said he wanted Scotland’s drug-death record tackled. What he would not accept was a “safe” room that left unsafe kit on the ground next to a shop used by families. One Glaswegian, speaking after Kerr’s footage circulated, put it like this: > “I have seen the drugs myself. It’s a total disgrace. Neil Gray is an idiot and a liar.” Calton resident, February 2025 ### The official record, to the end of August 2026 Glasgow City Health and Social Care Partnership publishes the Thistle’s own monthly figures. They are not Reform’s numbers. They are the service counting itself. 15,688 Injecting episodes inside the room to the end of August 2026 22,533 Registered visits — 336 in the first month, 1,362 in August 2026 195 Medical emergencies on site, from observation to oxygen, naloxone or resuscitation 809 Unique service users: 630 men, 179 women Glasgow City HSCP Thistle service data, January 2025 to August 2026. An injecting episode is a booth used to prepare and inject substances bought elsewhere. Measure Jan 2025 Peak month Total Visits 336 1,582 (Feb 2026) 22,533 Injecting episodes 268 1,136 (Feb 2026) 15,688 Medical emergencies 0 21 (Feb 2026) 195 Cocaine has been the majority substance declared in every month since opening. In January 2025 it was 84.1 per cent of declared use. In August 2026 it was still 61.3 per cent, with heroin at 23.5 per cent and heroin mixed with cocaine — a “snowball” — at 15 per cent. National Records of Scotland found cocaine implicated in 47 per cent of Scotland’s drug-misuse deaths in 2024, 479 people, the joint-highest cocaine figure in that series. No death has been recorded inside* the booths. That is the line ministers repeat. It is not the same as proving the room is cutting deaths in Glasgow, and it is not the same as making the streets around it safe. ### The streets ministers said were a smear Scottish Conservatives obtained council figures showing 175 reports** of needles or drug paraphernalia within a mile of Hunter Street between opening and 20 May 2025. The *Glasgow Times* compared that with 187 reports in the five months before opening. The monthly average barely moved. In the two and a half years to mid-2025 the council logged 1,134 discarded-needle reports in the area. By summer 2025, residents were still describing themselves as plagued by kit on the ground. Glasgow City Council then wrote to nearby postcodes to announce extra needle patrols and large-capacity sharps bins — including in the **Morrisons Gallowgate car park**, the same place Kerr had filmed. Locals told the *Herald* they felt vindicated. Some also said the bins themselves normalise needles on the street. The partnership’s own first-year note later claimed a 79 per cent fall in needles found at Calton “hotspots” between May and November 2025. Read the next sentence on the same page. The new bins at Morrisons and Elcho Street accounted for **89 per cent and 92 per cent** of the needles cleared at those sites over the same months. Most of what was “cleared” at the supermarket was going into a bin the council had put there because the problem had not gone away. Discarded needles in Calton were a scandal before The Thistle opened. That is not a defence of the room. It is the test the SNP set for itself: a £2.3 million-a-year facility whose published aims include less public injecting and less drug litter. Twenty months later, families still shop beside a designated sharps point. ### Deaths the room cannot claim, and one it cannot explain away National Records of Scotland registered **1,017** drug-misuse deaths in 2024, down 13 per cent on 2023 and the lowest calendar year since 2017. Glasgow City recorded 185, down from 246. Those are confirmed figures for the year *before* The Thistle opened on 13 January 2025. They cannot be billed as the room’s result. Scotland still had one of the highest drug-death rates in the developed world, and Glasgow City still had the highest rate in the country. Police Scotland’s suspected-death series is the latest official steer for 2025. It is scene-of-death management information, not the later NRS confirmation. In 2025 officers recorded **1,146** suspected drug deaths, 8 per cent more than in 2024. Greater Glasgow was the highest police division, with 243. Public Health Scotland, commenting on the 2024 NRS release, already noted that its RADAR surveillance had shown drug harms rising again during 2025. On the morning of Sunday 8 March 2026 a man died outdoors on Hunter Street, outside the facility. Police taped the entrance. The force said the circumstances did not appear suspicious and that a report would go to the procurator fiscal. Glasgow City Council said it would not comment further. Ministers still say nobody has died *inside*. Neil Gray, then Cabinet Secretary for Health, said the Thistle had had a “profound impact” in its first year and that it was “preventing deaths from overdoses.” A Scottish Government Freedom of Information reply later confirmed there is **no completed internal analysis** quantifying the facility’s effect on drug-related deaths, and that officials cannot precisely quantify lives saved. The claim rests on emergencies managed on site without a fatality in the booth. That is a narrower fact than the sentence the public was given. The independent ENACT evaluation, led by Glasgow Caledonian University and the University of Glasgow and funded by the National Institute for Health and Care Research, is scheduled to run until 2029. Interim results are not due until mid-2027. The three-year pilot can be judged, expanded or copied long before that work reports. Gray told Westminster’s Scottish Affairs Committee that other areas, including interest from Edinburgh, would not have to wait for the Glasgow pilot to finish. ### Accountability, not another slogan Kerr asked Gray to come to Calton, see the debris and lead a clean-up. In written answers Gray later confirmed he had not held a specific meeting with Police Scotland about the Thistle’s impact, and had not held a specific meeting with Calton residents about it either. He said he would be happy to meet residents. He is now Cabinet Secretary for Justice. Angela Constance holds the health brief. Maree Todd is the minister for alcohol and drugs. The room is still there. The evaluation is still years away. The supermarket still has a sharps bin. Health, policing, sentencing and prisons in Scotland are Holyrood’s business. Reform UK’s 2026 manifesto does not publish a line that says MSPs will close consumption rooms. It does publish a law-and-order offer: high sentences for repeat offenders, more prison capacity, and an end to the SNP’s early release policy. The UK website’s crime card is visible policing and mandatory minimums for serious and repeat offenders. Those are the published texts. They are not a licence to invent a drugs-treatment programme the index does not contain. What the public can already see does not need a 2029 research paper. A supervised room can count injections and emergencies. It has not stopped Scotland recording more suspected drug deaths in 2025 than in 2024. It has not spared Calton a running argument about needles beside a supermarket. Kerr was right to put that on camera. Reform UK is still the opposition prepared to say so. ### Get involved Share the video. Ask the SNP why a flagship harm-reduction room still needs a sharps bin at Morrisons. [⬇ Policy Document](https://reformuk.scot/wp-content/uploads/2026/04/Reform-UK-Scotland-Manifesto-2026.pdf) ** 👁 View 01 Fix our NHS and cut waiting lists Reform UK will fix the NHS and cut waiting lists Under Reform UK, the NHS in Scotland will remain free at the point of need and will be fully funded by general taxation. ** Reform UK says the NHS in Scotland will stay free at the point of need and funded by taxation, but needs major reform. Despite £20 billion of annual spending and rising budgets, outcomes are worsening, patients struggle to see GPs, hospitals are overcrowded, and delayed discharges are blocking the whole system. Reform UK would tackle bureaucracy, improve staff retention, fix delayed discharge, and create new care pathways. High tax rates on NHS staff would also be reduced so experienced doctors and nurses keep more of what they earn and are less likely to cut their hours. Reform would set up an independent Scottish Healthcare Reform Commission to review workforce planning, social care integration, prevention, community services, and new technology. On social care, Reform UK says carers should not lose support through sharp cliff edges when earnings rise, and councils should have greater control with secure long term funding. On welfare, it would tighten assessments, ensure work pays more than benefits, and redirect savings into back to work and apprenticeship programmes. 02 Cut our taxes and make work pay Reform UK will cut income tax for hard-working Scots and make work pay   Reform UK will cut and simplify taxes to reward work, enterprise, and ambition. We will scrap Scotland’s six income tax bands, mirror the rest of the UK’s three bands at 1p lower, and aim within five years to keep Scottish rates 3p below rUK. We will also remove cliff edges that punish people for earning more, so that work always pays and people keep at least half of every extra pound earned where devolved powers allow. Reform UK will also reform property and business taxation to support growth. We will phase out LBTT, reform business rates, reverse the 2026 rates revaluation, and cancel the planned council tax increase. Over time, LBTT and business rates will be replaced with a single fairer Annual Property Tax, making it easier to move home, invest, and grow a business. Reform UK will deliver real devolution within Scotland by giving councils greater control over revenue and spending. Local authorities will move towards raising more of their own revenue, keeping their own surpluses, and gaining a more secure long term funding base. We will also review unfunded obligations imposed by Holyrood, so councils can focus again on essential local services and respond directly to the needs of residents. 03 Lower your energy bills Reform UK will license North Sea oil & gas and reduce your energy bills Reform UK will use Scotland’s natural energy strengths to deliver secure, affordable, and reliable power. We will back North Sea oil and gas, support onshore and offshore energy production, and end the mismanagement that has left Britain with far higher energy costs than major competitors while jobs and industry have been driven overseas. To halt Scotland’s de industrialisation, Reform UK will scrap SNP Net Zero targets, subsidies, and quangos, end the ban on new nuclear facilities in Scotland, and prepare to restore North Sea gas as a primary part of our energy system. We will also revise planning rules to fast track energy infrastructure, including hydro, geothermal, coal mining, and grid improvements, while protecting Scotland’s natural beauty and respecting local communities. Reform UK will also use planning reform to support new factories and industrial expansion on existing sites, helping bring high paying manufacturing jobs back to Scotland. We will create a Scottish Energy Workforce Plan linked to colleges and apprenticeships, so young Scots can train for skilled careers, and require Energy Price Impact Statements so the public can see clearly how policy decisions affect their bills. 04 Prioritise local people and restore law and order Reform UK will prioritise local people in communities and restore law and order Reform UK will put local people first in housing. We will restore the local connection requirement for social housing in Scotland, end Glasgow’s status as a dispersal city, and ensure scarce affordable homes are prioritised for local families and communities rather than those with no connection to the area. We will help rebuild vibrant communities by backing affordable housing on brownfield town centre sites, giving councils stronger powers over vacant and neglected properties, and developing a long term funding model to increase the supply of council owned social housing. We will also support small local builders, expand Rent to Buy for young people and working families, and give local residents more say over how their communities are designed. Reform UK will restore confidence in the private rented sector by repealing SNP regulations for new tenancies, while leaving existing agreements unchanged. This will increase supply, improve affordability, and help turn towns and cities back into stable communities rather than places dominated by short term lets and transient accommodation. Reform UK will back Scotland’s police with better pay, proper support, and a clear focus on real crime. We will end political distractions, review police pay, repeal the Hate Crime and Public Order Act, and cut unnecessary workload so officers can concentrate on the offences that matter most to the public. We will also strengthen justice and public safety by abolishing the Scottish Sentencing Council, introducing tougher sentences for repeat offenders, expanding prison capacity, ending early release, reducing court backlogs, and ensuring the independence of the grooming gangs inquiry in Scotland. 05 Build Scotland for the future Reform UK will make Scotland the most successful part of the UK Reform UK will deliver a New Deal for Scotland to reset our country after 25 years of SNP failure. Our mission is to reform the economy, revitalise communities, and restore pride so Scotland can flourish again over the next decade. We will turbo charge economic growth by cutting taxes for hard working Scots, reducing energy costs, and making Scotland competitive again. We will align education and training with our leading business sectors, equip young people for skilled jobs, and help adults back into work so that everyone who can contribute has the chance to do so. We will rebuild strong and cohesive communities by putting local people first in public services and restoring a proper sense of local connection. Controlled immigration, shared values, and fair rules will help ensure that housing, healthcare, education, and justice work first for the people who live here and contribute here. We will restore Scotland’s pride by unlocking the talent, creativity, and resources of our nation. Reform UK will back modern solutions, reward ambition, and create opportunity, prosperity, and civic confidence for Scots of every background. Let Scotland flourish. ### WHAT WE STAND FOR ### UK Wide Policies Reform UK stands for a confident, sovereign, prosperous Britain. A country that rewards effort, enforces the law, defends its people, and believes in its future. 01 Stop the Boats Illegal immigration is out of control because politicians choose not to enforce the law. Illegal immigration is out of control because politicians choose not to enforce the law, and let foreign courts rob British citizens of a border. A Reform government will stop the boats by immediately leaving the ECHR, restoring full control of our borders, intercepting and detaining all illegal arrivals, and deporting them. There will be no loopholes, no delays, and no endless appeals. We will also end Britain being treated as a global welfare system. No more free housing. No more benefits. No more taxpayer-funded incentives for illegal migration. An end to NGOs facilitating illegal migration. Detention and deportation will be the only outcome. Britain is a welcoming country. But it must be a country with borders, laws, and consequences. 02 Secure and Defend Our Borders Border control is national security. Border control is national security. A Reform government will establish a fully integrated border command, including a UK Deportation Command, with the legal authority, manpower, and technology to stop illegal entry by land, sea, and air. We will withdraw from or disapply every international treaty that prevents this country from being able to secure its borders. We will restore deterrence, enforce the law, and ensure that anyone who enters Britain illegally is removed swiftly and permanently. A nation that fails to control its borders is not a nation. 03 Deport Illegal Migrants We have announced a clear and uncompromising plan to remove all illegal migrants from the UK We have announced a clear and uncompromising plan to remove all illegal migrants from the UK. Operation Restoring Justice. Reform UK will implement a five-year emergency programme to identify, detain, and deport illegal migrants in the UK. We will leave the European Convention on Human Rights, repeal the Human Rights Act and pass the Illegal Migration (Mass Deportation) Bill to ensure that anyone who enters the country illegally will be ineligible for asylum. We will establish a UK Deportation Command and use all the available levers of the state to identify illegal migrants and deport them, including rapidly building Secure Immigration Removal Centres with capacity for up to 24,000. The Foreign Office will secure return agreements with other countries as a matter of priority and up to five deportation flights per day will be chartered by the Home Office (with an RAF Voyager on six-hour 'hot-spare' readiness). Over 10 years, this programme will lead to a net saving of £42 billion for the taxpayer (£7 billion during the first Parliament). 04 Scrap ILR to Avert the Boriswave We have announced a clear and uncompromising plan to remove all illegal migrants from the UK The era of cheap, low-skilled foreign labour is over. Reform UK will end the scam of mass immigration and finally put British citizens first. The Conservative Party's failed immigration policies allowed 3.8 million people (96% non-EU) into the country on long-term visas during the Boriswave (2021-2024). About half of these migrants will never work. Between 2026-2030 800,000 of these migrants are expected to receive Indefinite Leave to Remain (ILR), giving them access to benefits, ultimately costing the UK taxpayer a minimum of £234 billion. Reform will abolish ILR and rescind existing awards. Reform will introduce a 5 year renewable visa for migrants with higher salary thresholds, mandatory fluency in English, and stricter good character requirements. There will be no recourse to benefits for foreign nationals. Shortage visas will be issued in limited and capped numbers only when there are clear and acute shortages in national-critical roles (with the visa sponsor also required to train up a British worker). 05 Restore Britain's Sovereignty Laws affecting Britain will be made in Britain. A Reform government will ensure that no foreign court, treaty, or institution overrides the will of the British people or the authority of Parliament. Laws affecting Britain will be made in Britain. Borders will be controlled in Britain. National interests will be decided by the British people alone. Sovereignty is not an abstract principle. It is the foundation of democracy, accountability, and self-government. 06 Make Law-Abiding Citizens Feel Safe The first duty of the state is to protect its citizens. The first duty of the state is to protect its citizens. Reform UK will restore visible policing, much tougher sentencing for serious and repeat offenders - including mandatory minimums, and an uncompromising approach to crime and antisocial behaviour. We will deploy stop and search to get deadly weapons off our streets, and keep people safe. We will rapidly build prison capacity to ensure no violent criminals are released early due to overcrowding, and that judges hand criminals the sentences they deserve. Victims will come first, not criminals. The law will protect those who obey it, and punish those who break it. Safe streets are the bedrock of a civilised society. 07 Work should always be rewarded. The first duty of the state is to protect its citizens. Work should always be rewarded. We will cut taxes on workers, reduce the burden on families, and ensure that people are always better off in work than on benefits. The welfare system will support only those British citizens who cannot get by without government help, and it will no longer trap people in dependency or penalise effort. If you work hard and play by the rules, Britain should work for you. 08 Scrap Net Zero to Cut Energy Bills British households and businesses are being crushed by among the highest energy costs in the world British households and businesses are being crushed by among the highest energy costs in the world - driven by bad ideological policy. Reform UK will prioritise energy security, expand domestic energy production, and scrap policies that drive bills higher while making Britain more dependent on foreign energy. Lower energy costs mean lower prices, higher wages, and a stronger economy. 09 Support Our Farmers and the Rural Economy Britain's farmers are the lifeblood of our country Britain's farmers are the lifeblood of our country and backbone of our food security, but they have been pushed to breaking point by Whitehall diktats. Pursuit of net zero at any cost has led to productive farmland being littered with solar panels and wind farms. Reform UK will rip up paperwork burdens, restore common sense, and end the punitive taxation of family farms. We will let farmers farm again and ensure that they're paid fair prices for their produce. 10 Revitalise British Manufacturing Britain was once the workshop of the world. It can be again. Britain was once the workshop of the world. It can be again. We will support domestic manufacturing with much cheaper energy, simpler regulation and procurement policies that favour British producers. We will ensure our young people are trained in skills that manufacturers need, providing them with fulfilling and well paid jobs. A strong manufacturing base means skilled jobs, resilient supply chains, and national strength. 11 Make Britain the Best Place to Start and Run a Business Entrepreneurs create jobs, growth, and opportunity. Entrepreneurs create jobs, growth, and opportunity. There are no well paid, fulfilling jobs without thriving businesses. Government should support them, not suffocate them. Reform UK will cut red tape, cut business taxes, simplify planning, and create a stable, pro-enterprise environment. We will make Britain the best place in the world to build and run a successful business. 12 Defend and Protect British Culture and Traditions Our history, culture, and traditions are a source of pride and unity. Our history, culture, and traditions are a source of pride and unity. Reform UK will defend free speech, uphold British traditions, ban DEI quotas, and reject the politics of guilt. We will ensure British children are not indoctrinated in schools, that they learn of Britain's great and proud history. Religious freedom is a core feature of our culture, but our culture is built upon Christian values. Those will be protected and celebrated. 13 Rebuild Britain's Armed Forces We believe in peace through strength. We believe in peace through strength. We will rebuild Britain's armed forces, invest in capability and readiness, end woke, and restore morale across the military and intelligence services. We will ensure our armed forces are ready to deal with the ever-present threats posed by Russia and China. Britain must once again be respected by allies and feared by adversaries. 14 Help British People Have Children Family is the foundation of society. Family is the foundation of society. We will reduce the financial pressures that stop working people starting families, support parents, and remove policies that make having children unaffordable. Britain's future depends on supporting the next generation. 15 Put British Workers First British workers have been undercut for too long. British workers have been undercut for too long. We will end the importation of cheap foreign labour, supporting jobs and wages for British workers. Our industrial strategy will also ensure training and apprenticeships create opportunities for British workers, especially young people. 16 Put British Businesses First British businesses should not be disadvantaged in their own country. British businesses should not be disadvantaged in their own country. We will prioritise British firms in procurement, remove unnecessary regulation, and create a level playing field. When British businesses succeed, Britain succeeds. 17 Embrace the Technologies of the Future Britain has the ability to lead the next wave of global innovation. Britain has the ability to lead the next wave of global innovation, but instead of embracing new technologies the political class are regulating them out of existence, leaving Britain falling behind. Reform UK will make Britain a world leader in emerging technologies, including artificial intelligence, advanced manufacturing, life sciences, and digital assets. We will create a pro-innovation regulatory environment that encourages experimentation, rewards investment, and attracts the world's best talent. Under Reform, technology will serve the British people, raise productivity, and create high-paid jobs. We enable progress, not hold it back. 18 Dramatically Cut Foreign Aid We have announced a clear and uncompromising plan to remove all illegal migrants from the UK The Tories spent £230 billion on foreign aid over their 14 years, in real terms, while letting British public services decay to the brink of collapse. We will cap overseas aid at £1bn, prioritising British strategic interests, ringfencing bilateral aid to Ukraine, and keeping our seat at the UN and IMF. This will save over £30bn over a Parliament, which will be redirected to serve British people. We will prioritise our own citizens, securing our borders, rebuilding public services, and strengthening national defence. Charity begins at home. The first duty of any government is to its own people. 19 Make Our Civil Service Lean and Productive Britain is over-governed, over-regulated, and under-managed. Britain is over-governed, over-regulated, and under-managed. Reform UK will slim down the civil service, eliminate waste, and refocus the state on delivery rather than process. We will end roles that exist only to produce paperwork, manage decline, or enforce ideological agendas. Civil servants who perform well will be rewarded. Those who fail will be removed. Accountability, productivity, and value for money will be restored. A leaner state will deliver better outcomes for the public and free Britain to grow again. --- ### Scottish Councillors URL: https://reformuk.scot/councillors/ ### Change Starts Locally ### Reform Your Community ##### Scottish Reform UK Councillors Real change starts locally – let’s rebuild our communities together. If you believe Scotland can be better run, fairer, and more accountable, there are practical ways to play your part. Whether that’s joining, volunteering, standing for election, or supporting the campaign financially, every contribution helps build the momentum needed to fix what’s broken. Only Reform UK is prepared to challenge the system as it stands and put ordinary people back in charge.
